What is ChuktiPatra?

ChuktiPatra or E-Agreement is an online platform for creating Agreements or contracts online. ChuktiPatra platform (https://chuktipatra.wb.gov.in/) is being developed by the Department of Information Technology and Electronics, Government of West Bengal.

The concept of ChuktiPatra has been implemented to generate Agreements or Contracts electronically from any computer device. The agreement generation process is accociated with Unique Document Identification Number (UDIN).

Importance

1. It will remove the hassles that public may have to go through to create an Agreement or contract- thus creating a single stage verifiable Agreement portal.
2. The signing procedure will be done online and by verifying the AADHAAR number of the signer. Thus, the ageement creator and signers does not even have to physically present together to proceed the creation of the agreement, removing the complications of ageement creation procedure.
3. The Agreement will be stored at the UDIN portal against a 25-alphanumeric system generated unique number for the amount of time that the creator selects. This document can be easily accessed by the the involving parties by using the UDIN number of the same.The creator can also view the agreement by logging in at ChuktiPatra portal.
4. As the Agreements are stored using Blockchain technology at the UDIN portal, the Agreements so uploaded remain immutable, whereby no user can claim it to be false, thereby creating a sense of security for the parties involved.
5. A user can share the uploaded agreement/contract on multiple platforms by simply sharing the UDIN of the documents and providing the access to the same.

Features

• The initiator/creator of the agreement/contract must be registered to the UDIN portal and logged in at ChuktiPatra Portal at the same time to complete the upload process of the Agreement/Contract.
• The agreements/contracts of the user(s), would be kept through the blockchain technology at the UDIN portal.
• Each agreement when downloaded either from the ChuktiPatra poral (by the creator/initiator only) or from the UDIN portal after the upload process conducted by the initiator or creator of the agreement, will be signed digitally by authorized signatory from the Department of IT&E, Govt. of West Bengal.
• The creator or initiator of an agreement/contract can access the document either from ChuktiPatra portal (after loggin in only) or from the UDIN portal (by using the 25-digit alphanumeric UDIN number of the agreement/contract). The Signing parties can only access the document by using the 25-alphanumeric system generated UDIN number of the agreement/contract at the UDIN portal.
